Metropolia Mobile Phone and Subscription Guidelines

1. Who this guideline applies to
This guideline applies to all Metropolia full-time employees, part-time teachers (at least 760 hours/year or 19 h/week) and fixed-term employees whose employment contract exceeds 6 months.
For secondary positions and fixed-term staff (under 760 h/year), the need for a work phone / subscription is evaluated separately together with the supervisor and the person responsible for the budget.
2. Quick guide
- Before acquisition, assess whether you need a separate work phone or if adding a work number to your personal device is sufficient (see section 3. Acquisition of phone and subscription).
- Acquire phone and subscription: Fill in the purchase request form in the intranet and wait for the notification about pick-up.
- Maintenance: Submit a service request to the helpdesk, back up your data, and deliver the phone to Lobby Services.
- Lost/stolen: Block the subscription immediately, file a police report, and inform the helpdesk.
- At the end of employment, either return the device after factory reset or redeem it, according to this guideline.
3. Acquisition of phone and subscription
- Go to the Hankintalomakkeet (Acquisition forms) section in the intranet and select “Puhelimet ja liittymät” (Phones and subscriptions).
- Log in to the form, fill in the required information, and save.
- Wait for processing. You will be contacted if additional information is needed.
- Helpdesk will notify you when the device is ready for pick-up.
- The same form is used to order a subscription for the new phone.
Note:
Before ordering a new work phone, you may consider whether to use a Metropolia-provided phone or your own personal phone for the work number.
A work number can be added to a personal phone (depending on phone model, as an eSIM), in which case a separate Metropolia phone is not necessarily needed.
If the work number is attached to your own phone, you are responsible for the device and its compatibility (e.g. mobile ID with eSIM is not supported, see section 8. Subscription types).
The aim is that each employee has a suitable and actively used device – not extra phones that are not actually used for work.
4. Acquisition of a fringe-benefit subscription (luontoisetuliittymä)
- Discuss with your supervisor, who approves the benefit in Sympa.
- The information is sent to payroll. The user checks that the benefit is visible in Sympa and sends a screenshot to IT Services.
- In Sympa: Työsuhde- & palkkatiedot > Palkkatiedot > Luontoisedut – the field Etu should show Matkapuhelinetu (mobile phone benefit).
- If there are salary details visible in the Palkkatiedot view, cover those details in the screenshot or ask your supervisor to separately inform the purchasers about the phone benefit.
5. Phone models
Standardised models:
- For work subscriptions, the only supported phone model is HMD Fusion.
- Other phone models are not allowed for work subscriptions, because management and support are standardised to the HMD Fusion model.
- For fringe-benefit subscriptions, the recommended standard model is HMD Skyline, but the user may choose another phone model if desired.
- If the tax-free price of the device exceeds 380 € (476.90 € incl. VAT), the excess is either:
- paid by the user (personal co-payment), or
- paid by the cost centre with the budget owner’s approval, according to section 6 (Splitting the purchase price).
- If the tax-free price of the device exceeds 380 € (476.90 € incl. VAT), the excess is either:
- For work subscriptions, the only supported phone model is HMD Fusion.
Non-standard models (non-standardised phones):
- Deployment: Done by the user (IT does not perform the initial setup).
- Maintenance: The user is responsible.
- Repairs and support: All costs and responsibilities are with the user (Metropolia does not provide support or repairs).
6. Splitting the purchase price
This section applies only to phones with fringe-benefit subscriptions. The HMD Fusion model used with work subscriptions cannot be changed to any other phone model.
The user’s own statement that the cost centre will pay part of the phone is not sufficient. A personal confirmation from the budget-responsible person to the purchasers is required (purchasers usually request this approval).
- The employee may purchase a fringe-benefit phone more expensive than 476.90 € (380 € + VAT 0 %) by paying the excess personally (co-payment). Telia invoices this amount directly from the user.
- Example: Phone price is 828.30 € (660 € + VAT 0 %). IT Services pays 476.90 € (380 € + VAT 0 %), and the user pays 351.40 € (280 € + VAT 0 %).
- The cost centre’s budget owner may approve that the amount exceeding 476.90 € (380 € + VAT 0 %) is invoiced to the cost centre, up to 753 € (600 € + VAT 0 %). Any price above that is paid by the user as co-payment.
- Example: Phone price is 828.30 € (660 € + VAT 0 %). IT Services pays 476.90 € (380 € + VAT 0 %), the cost centre pays 276.10 € (220 € + VAT 0 %), and the user pays 75.30 € (60 € + VAT 0 %).
- The cost centre’s budget owner may approve that the whole amount exceeding 476.90 € (380 € + VAT 0 %) is invoiced to the cost centre up to the full purchase price (so the user pays no co-payment).
- Example: Phone price is 828.30 € (660 € + VAT 0 %). IT Services pays 476.90 € (380 € + VAT 0 %), and the cost centre pays 351.40 € (280 € + VAT 0 %).
7. Price limits and approval
- Team supervisors may approve device purchases up to 476.90 € (380 € + VAT 0 %).
- Managers/directors may approve purchases up to 753 € (600 € + VAT 0 %).
- Devices over 753 € (600 € + VAT 0 %) must be approved by the budget-responsible person of the cost centre.
8. Subscription types
- Subscription types:
- Elisa EU subscription
- Subscription level
- work subscription, or
- fringe-benefit subscription
- SIM
- physical SIM card
- electronic eSIM
- Mobile ID (Mobiilivarmenne)
- Works only on a physical SIM card

Note:
If you want to use a Metropolia work number in your personal phone, the subscription will be implemented as an eSIM, depending on your phone model.
Consider carefully whether you attach the Metropolia number to your own phone or use a Metropolia-provided work phone.
9. Lifecycle
- Standardised models: lifecycle 3 years.
- Other models or devices costing over 753 € (600 € + VAT 0 %): lifecycle 4 years.
10. Mobile phone management and ownership
- Android phones are managed via Zero Touch Enrollment / Microsoft Intune mobile device management.
- iPhones are managed via Device Enrollment Program (DEP) / Microsoft Intune mobile device management.
- Only applications from official app stores may be installed on the phone.
- Supervisors monitor subscription usage and approve phone bills.
- Phones are owned by Metropolia.
11. Phone directory and directory services
- Staff phone numbers are available via OMA’s People Finder and the external People Finder.
- The Elisa Ring app is installed on every phone; activation is the user’s responsibility.
- For directory services, free services should be used, such as Fonecta Caller (free account with limitations; paid version at the user’s own expense).
12. Phone bills and taxation
- Profit units monitor phone bills and assess cost reasonableness.
- Bills over 50 € are reviewed with the supervisor; bills over 300 € are reported to the Deputy CEO.
- Private use of the phone generates a taxable benefit (phone benefit value 20 €/month).
13. Maintenance and problem situations
- Submit a maintenance request to the helpdesk as a service ticket.
- Back up all data before delivering the phone.
- During maintenance, a replacement phone will be provided where possible.
- In cases of damage or theft, the IT acquisition guideline applies.
- In other cases, repair costs are paid either by the user or by the cost centre with the supervisor’s approval.
14. Lost or stolen phone
- Report the loss immediately
- Call Elisa Business Customer Service at +358 10 804 400 (24/7)
- or block the subscription in Yritysten OmaElisa.

3. File a police report via the police e-services (poliisi.fi)
- You will need the device’s IMEI code
4. Add the device to the black list
- Send the police report by email to imei.sulku@elisa.fi
- Add the note: “Laitteen lisääminen mustalle listalle” (“Add device to black list”)
Important clarification about the police report:
- The report sent to Elisa must be
- a police-registered criminal report, OR
- a police confirmation of receipt of the criminal report, including the case / diary number.
- A simple online report submitted via the police web service alone is not sufficient.
- You can request an official copy of the report from the police separately.
- Without this document, the device cannot be added to the black list.
5. Submit a service request to the helpdesk
- Attach the police report
- After this, a new phone and subscription can be acquired
If the phone is lost abroad – act immediately
- Call Elisa at +358 10 804 400 (24/7) and block the subscription immediately.
- If you do not know the IMEI code, block the subscription anyway immediately – other steps can be done later.
- File a police report and contact the helpdesk (+358 9 7424 6777) as soon as possible.
- Note: IMEI blocking (black list) requires a police-registered criminal report or confirmation with a case/diary number. An online report alone is not sufficient.
15. Liability for damages
- If the phone is damaged or lost due to negligence, the employee is liable to compensate the damage and the residual value of the device.
- The supervisor decides on replacement of the device, taking negligence into account.
- Example: Broken screen → the user pays the cost unless the supervisor approves paying it from the cost centre.
16. Redemption when employment ends
- When employment ends, the phone is either returned to Metropolia or redeemed by the user.
- Redemption price: (purchase price / 24) × remaining months, minimum 20 € (incl. 25.5 % VAT).
- Return the device after a factory reset and remove all account links before handing it over.
- If the phone is managed via a management solution, a factory reset is mandatory.
17. Ordering subscription only and subscription changes
- Subscriptions only and subscription changes are requested using a separate Liittymät (Subscriptions) form.
- Go to hankintalomake.metropolia.fi, fill in and save the form, and wait for processing.
- If you use your personal phone with a work subscription:
- In case of damage, you are fully responsible for all repair and maintenance costs.
- Metropolia does not cover damage or maintenance for privately owned devices.
18. Transfers of private subscriptions
- To transfer a private subscription to Metropolia, fill in the separate Matkapuhelinliittymän hankinta tai muutos (Mobile subscription acquisition or change) form.
- When employment ends, a private number is transferred back to the user with a separate form.
- A number owned by the employer may in special cases be transferred to the user, provided there are no contractual restrictions.
19. Mobile ID (Mobiilivarmenne)
- Mobile ID allows you to authenticate securely to various online services without using your bank credentials.
- You can activate Elisa Mobile ID for your subscription at varmenne.elisa.fi. You will need online banking credentials to register.
- Never confirm a Mobile ID request on your phone if you are not actively logging in to a service at that moment.
- With the harassment-prevention code (häirinnänestokoodi), you can ensure that login requests are not sent to your phone because someone typed a wrong number by mistake.
- Instructions are available in the top right corner of the service under Häirinnänestokoodi and Mobiilivarmenne.
- Note: In Elisa subscriptions, Mobile ID does not work with an eSIM. It requires a physical SIM card.
