Familiarize Yourself with the Instructions

  • OMA Website: Visit the OMA page “Tietotekniikkahankinnat - OMA - Työpöytä (metropolia.fi)” to get more detailed information about the acquisition of laptops, mobile phones, subscriptions, tablets, and other work tools.

Competitive Bidding

  • Bidding: The IT department is responsible for the annual competitive bidding of IT products in collaboration with Metropolia’s procurement services. The aim is to cooperate with other universities of applied sciences using Metropolia’s framework agreement to reduce overlapping work and increase efficiency and economies of scale. Open calls for tenders can be found on the tarjouspalvelu.fi portal.

Submit a Purchase Request

  • Purchase Form: Go to hankintalomake.metropolia.fi and fill out the purchase request form.
  • All Purchases: A purchase request must be made for all IT acquisitions regardless of the financier or the method of implementation.

Approval

  • Invoice Approver: The person ordering the goods or services cannot be the invoice approver. The approver must be a person with approval rights for the respective area of responsibility.

Contract Violations

  • Contract Violations: Unauthorized procurement from other suppliers is considered a breach of contract, which can lead to legal action. The responsibility always lies with the person who independently ordered the product.

Alternative Suppliers

  • Negotiation: If necessary, negotiate alternative suppliers together with the IT department’s procurement team.

Acquisitions and the Environment

  • Environmental Considerations: The IT department’s procurement unit takes environmental aspects into account in all its competitive biddings and acquisitions in accordance with the wishes of the Ministry of Economic Affairs and Employment. Efforts are continuously made to reduce the environmental impact of acquisitions by improving the energy efficiency of the devices and materials purchased.

Examples of Implementations:

  • Multifunction Devices: The energy consumption of multifunction devices is scored in the bidding process. Suppliers must include their environmental programs in their offers.
  • AV Equipment: The installation service for projectors includes the activation of energy-saving modes. Large screens (e.g., for meeting rooms) must be A / A+ energy class.
  • Computers: The energy consumption of computers is scored in the bidding process. The lifecycle of computers is at least 4 years, and they are recycled for the 5th and 6th years for low-performance needs.
